Submitted in May of 2000, this plan for community development predates the closure of the hospital, and so includes proposals that will not be strictly relevant to your final project. However, reading through it will give you an idea of the things that you'll need to take into consideration when re-imagining the site.
In 2005, the Crownsville Campus was proposed, along with several other areas, as a possible site for a state horse park.

A group of non-profit organizations under the collective name Community Services Center at Crownsville have proposed the re-vitalization of the Crownsville campus into a center for diverse medical and non-profit services. Their mission statement:
"Through the conservation of the former Crownsville Hospital Center, CSCC, Inc. will cultivate a vibrant campus to serve the Crownsville Community and those with physical, mental, or behavioral challenges, while relieving the state of excess property."
