"The present personnel at Crownsville appears to be whole-heartedly dedicated to their duties and much of this attitude emanates from the Superintendent of the Hospital, Dr. Charles S. Ward. Dr. Ward stated that there are many individuals now awaiting dismissal but because there is no place to which they can be sent, it is necessary to retain them in facilities that are badly needed for other purposes."
